No, those are items that are a reward from the Sunken Temple quest, which is a level 50 instance. And you have to be at LEAST upper 40s to get the quest. Any item that does not have a level requirement is a quest reward.

Looks like the data on this is a bit off in the db. Dilbrt is correct that these items are quest rewards from an upper lvl instance.
