I'm only level 40 yet i'm at 300 Enchanting. All the guides say that Grand Master Enchanting for the Alliance is only learned from NPC's in the Outlands, is this correct? So I pretty much can't learn anything past 300 until i'm in my late 50's?
That would be correct. Upon hitting level 50 you can learn Grand Master Enchanting, your best bet would probably be the trainer in Honor Hold. You might be able to use the ones in Shattrah, but if I remember correctly they are aligned with the Scryers, and the Scryers are hostile to the Alliance unless you align with them which can't be done until level 60. I could be wrong there however, I'm just basing it on the fact that the Aldor were hostile to my Horde character (though that may have been because he's a blood elf).
Other than Draenei, alliance can train at the scryer tower before they allign themselves with scryer or aldor. Honor hold is just as good though.
That answers a question I have had for a long time that was never worth a topic...

The only race that the Scryers are hostile to are the Draenei. They are not hostile to any other alliance race.
To be fair, I did state that I wasn't sure about it, and that it may be a BE/Draenei only thing. But whatever...

Yeah, by default Scryers are hostle to Draenei, and Aldors are hostle to BE. You can change this however...
Can the Draeni become non-hostile to the scryers in the early 50's in order to get enchanting training? Or is there a level requirement on that rep quest?

INstead of Shattrath, Draenei Enchanters should ask to be summoned to Honor Hold by a Warlock. There is a Grand Master Enchanter there that can train you.

You can go to Honor Hold right from Shattrath at early levels, I did so. If you go to the bird the flight route is pre-entered. No need for a Lock. I set my stone there and it was much more convienent than Shattrath.
