Looking for information on where or how I can locate who on my server can craft specific items.

For example:
I want to know if anyone knows how to make Cobrascale Hood ...
how can I ( and where if not on Alla ) search for available people that have learned how to craft this ?

Try posting on your realm forums or asking in trade chat inside major cities.

Generally if you ask on /2 for the mats needed to craft an item, someone will have the recipe/plans/schematic and be able to show it.

Ask in your guild chat for a leatherworker. Or in Trade channel in the cities.

"LF LW who can craft Cobrascale Hood, PST".

Then ask if he/she has the mats, and if so what is cost. Then ask what he/she would charge you if you collected mats yourself. then it's your call on which way you want to go.
