I think you mean rugged leather, if so then the Yeti cave in Winterspring as suggested above is excellent. You can also get rugged leather from the bears/wolves/plagued swine in the Plaguelands. I did ok with the bears and wolves in Felwood also, although there was a fair amount of thick leather to be skinned there too.

I agree that winterspring is the place to go for rugged leather (and thick leather). There is a good collection of Yetis near Everlook and you can pick them off one by one easily.

If you're going to be grinding for Rugged Leather in Winterspring, you can also work on getting rep with the Wintersaber Trainers while you're at it. The quest giver is on top of Saber Rock. He'll have you out killing bears and chimaera anyway--and they drop Rugged Leather as well.

The amount of rep per turn-in has increased, so it doesn't take QUITE as long as it once did. Still a good way to pass the time if you're already there.
