Exactly. If I never want to spend more than 20g on any item for disenchant, I can set my maximum at that.

Minimum profit is a set number. For example, if you want 50s profit or forget it. Minimum discount is a percentage. I want anything where the price is a 50% discount of what the mats should be worth. By adjusting these, you can taylor the type of buy you want to make. Having a 50% discount and 1s minimum profit will by any level item with a 50% discount. Making it 10% discount with a 2g minimum profit would cut out lower level items, but pick up things that might sell for 18g, but be worth 20g (lower percent discount, but 2g profit).
It's up to you how you set these numbers. To start out, I'd just go with 50% discount and 1s minimum. You will get a lot of everything. If you want to cut out the lower, less profitable items, then raise the minimum profit to 75s for example. It's up to you to find the combination of these 2 that get you what you are after.
Keeping a healthy discount helps to insulate you from changes in the market.

If I specifically wanted to target this and above, I wouldn't do a full AH scan with bottom scanner running. Instead I'd start bottom scanner, then do a search of armor then weapons, for level 35-70 uncommon items. I'd next page through all the results of the search and bottom scanner would pick items from each page as it came up.
Another option to cut out the lower stuff is to just raise the minimum profit to say 1g and see how that went.
You may be able to change your min and max enchanting level to focus on a particular range. I have never done it this way, and you would just have to try it.

I have a lvl 39 toon with currently 145 Enchanting. I am looking to level my enchanting as I level and as I scan the AH for cheapies to DE which I will in turn use to level Enchanting then sell the rest that I don't need and move up in levels. I do not currently have alot of gold for this toon and was hoping to expand my income by DEing/leveling as I go along. This is the highest level toon I have on the server so the option to farm instances isn't really ideal, other than farming DM/WC and maybe SFK. I also supplement my income with mining.
What would be the ideal settings of BTM for this toon?
50% minimum discount and 1s minimum profit to start. Once you get going with it, you can make adjustments as you gain experience.
