Your information regarding skillups is incorrect. You can sit in Thunderbluff or Stormwind and make the same skillups as you would fishing in Outland. The
only difference is the
quality of the fish you catch.

Lyllyth,is this still the case? Are you still stuck at 150/225?
They removed the character level from learning the book available from Old Man Heming. The only requirement now is having fishing skill of at least 125. Once learning that you should be able to get to 225,
then you need to be level 35 and have 225 skill in fishing in order to get Nat Pagle's quest.
If you are unable to raise your skill past 150 then you will not be able to get the quest from Nat, so trying to do that is not really the solution. As others have suggested, try opening a ticket with a GM and explaining that even though you learned the book to raise your skill above 150, you are unable to do so.
