I currently have 302 tailoring, I'm lvl 56 and I was wondering how I get to choose which branch I want. I plan on healing for raids so I would love if someone could please tell me how to get Primal Mooncloth available for me? Thank you <3
I think you have to be 350 in order to specialize. That's the earliest level you can make the special cloths anyway. You may also have to be level 58-60, as there aren't any outland quests available before that.

and you also need a moonwell to do the transmute, usually found in stormwind, darnassus and I think there is one in shatt too
There's a moonwell in Zangarmarsh at the Cenarian Outpost.
There's also a moonwell in Blade's Edge Mountains, in Sylvanaar if you're Alliance.
There are also a couple in ashenvale and in thousand needles/feralas.
That being said, with the expansion coming out in a month, I wouldn't spend the money/materials on making the set.
