what level of inscription allows you to make the parchements that enchanters can use to sell their enchants on the AH?

I can give you a tip. They are called Vellums. Based on this link HERE Even though the expansion is not out yet, it shows that a vellum can be created as early as lvl 50 perhaps earlier in inscripting

The expansion isn't out, but 3.0.2 hit and now you can take up inscription. Also, you have to watch out for what scrolls you get. There is one for any enchant that does not require an item level, and one that can be used for enchants that require level 35 or above. Make sure if you want to use an enchant that requires level 35 or above you get the Vellum II.

Well, there are four in the game now: Armor Vellum (35), Weapon Vellum (75), Armor Vellum II (200), and Weapon Vellum II (235). And two more in the expansion: Armor Vellum III (350) and Weapon Vellum III (400). The numbers in the parens following the item are the Inscription level you need to be to create it.

The Armor and Weapon Vellum are for Azeroth chants, the Armor and Weapon Vellum II are for chants for item level 35 and up (to item level 60 I'm assuming - see the level III Vellum) and require Enchanting level 300, and the Armor and Weapon Vellum III are for chants for item level 60 and require Enchanting level 350. As above, the IIIs are not in the game yet - they get trained from the Northrend trainers (even though you can get to Inscription level 350 right now).

the tooltips on thottbott etc seem to say that the higher level vellums are for enchants with level 35 requirements or LOWER. this doesn't seem to make any sense to me.

Also do you mean above that high level enchants (TBC enchants) cannot currently be turned to scrolls because i'm stuck on 369 and was hoping these vellums would get me to 375 before WotLK...

This means that enchants that require lvl 60 items can not be used on the Vellum II. Only enchants that require lvl 35 or lower.

Of course, if you have a lower enchant, you might as well use Weapon Vellum I.

Either way, this should not affect your leveling. Most enchants up to 375 are for lvl 35 and below (Deathfrost is an exception that comes to mind). Either way, it shouldn't be an issue.
