I can't get this quest- I'm a level 44 gnome rogue, engineering 250, and Springspindle Fizzlegear in Ironforge doesn't offer the quest when I talk to him. What's up?

I picked up the manual in Ratchet where the engineer trainers are. You get the manual there and who you take it to determines if you are goblin or gnome. I was having the same issue as well and that was my resolve
