Skinning above 300 trainer?

If I am understanding this website correctly, I have to go to Outland to find the trainer to raise my skinning cap above 300. Can I get to Outland at level 40?

Yes. You'll need to get a mage to port you to Shattrath, and then find the trainer. You cannot walk through the Dark Portal until 58.
