Got the Ony head from the level 80 25m raid, turned it in, got the necklace but I'm not finding any options for getting the cloak recipe - the guy I gave the necklace to didn't offer it or give me a quest and none of the LW trainers are offering it, in fact, it's not even on the "unavailable" list?
Can I only get it from level 60 Ony raid or am I missing something?

Can be learned from the Master Leatherworking trainers in Hinterlands (Alliance) and Feralas (Horde). Requires the Head of Onyxia as the turn-in for receiving the recipe.

I just peeked at Thottbot and the users there recommend talking to Major Mattingly at the gates of SW or to Overlord Runthak near the Orgrimmar bank to complete the low-level quest that grants the pattern.
