Technically, if I am reading that correctly, the server will only be down between midnight and five am on feb. 1st and between midnight and four am on feb.2nd. So you should be able to reactivate your account at any time of the day besides those times without a problem, or atleast I hope that is right since I too need to reactivate my account A.S.A.P. in feb. However, since it does say "completion time may be subject to change" I would give it a few extra hours just incase.

Well I started playing on the 13th of November in 2k3...and that's the end & beginning of my credit card cycle and that's when I get billed. So i doubt athat's when they charge you - but it may be when they process everyone's payment

They always shut down registration servers right when you pay so you HAVE to pay them
