THe NPC is Dar Khur <something>. He stands beneath the bridge where the tailfang usually spawns. Hope this helps you find him.

Untwinked at level 9 the Loda kai Brigands are reg blue to me but the pet helps me make short order of them, great for leveling and i have gotten the remains and the skulls relatively easily. |

The purpose for this part of the quest set is to get you into Blackburrow, so use the fangs of the Blackburrow snakes to complete it. It seems all the Beastlord races have this sort of quest set, I hope the retrofit the rest of the classes quests to match. |
