Most likely they've come up with a system that goes through the item database and figures out what items are appropriate for what levels. Then it tags them as such. |

I went at this guy with a 46 necro and I was a 30 necro... He resisted both of our snares and killed the 46 necro's pet... This quest is for the cloak of truth, Peqi spawns near the entrance to the monk/caster area in Shadowhaven. He is on a 12 hour spawn and is heavily camped. Be prepared. Con blue at level 55 and took ALL of my mana to take him down. Hope that helps.

Just because they can equip it doesn't mean they can get skill in it - there were a few weapons Bards could equip without 2HS for a while, IIRC. But their skill was always 0 and would never go up.
However, I agree that adding it here is likely to be an error. |
