	If you arent on Rallos Zek, this cloak is crap. Let the rogues have the casks. But if you're on Rallos Zek, the cloak becomes VERY useful because it cannot be looted. Another cloak that is just as good is easy to get, but no one can take this one away from you.

	problem with Kindle is that he is a rare spawn and the gloves are his rare drop, so can spend days without getting these gloves. Other than that, he is kinda near several zone lines incase of trouble. Really boring camp.

	It depends on how you look at the numbers, 20/21% shows about what the delay is changed too, where as 17/18% shows the actual speed gain, or atleast something along those lines I believe.
