As of today this weapon is broken. The effect is a proc and it gives a message saying no charges are left. It drops on the 4th story of the Tower off a high 30 low 40 nasty looking named undead hag.

I have a rapier that has the velium shards amd won't proc for me at lvl 24, i think it may proc at lvl 25 or 30. |

I have been playing a rogue lately, and was unable to equip this item anywhere but in the range slot, perhaps some other people can equip it in any slot, leading me to believe this weapon is bugged... |

I get it at lvl 4 and it procs for me...though VERY rarely...can't tell the dmg though...

I am level 20 and it says "you do not have the will to wield this weapon" So's I guess not at level 20? Or perhaps a Level 20 druid cannont proc it yet.. I was assuming level 25 ;p |

According to someone who has one, though I admit their trustworthiness may be dubious, the proc is not broken, but is instead a combat proc. I really hope this isn't the case, so I'd appreciate if someone could either confirm or deny this. |

I got two Star Rubies that I looted off of Hornets in Burning Woods withi a period of 2 weeks of intense hornet killing.
So you can safely assume it is ultra rare. In fact, during the time I got 2 star rubies I also got 4 black pearls and a sapphire.
