| Maybe Lavastorm but i can't remember anything with wings in Lavastorm... I haven't been there in a long time maybe there's a winged beast there now =) I could also be Skyfire mountains in Kunark since there are many winged beasts but i doubt it's there since that zone is kinda high lvl. | It does not change with the level of the person wearing it. The the level of the spell on the item is 23. It is just how VI set EQ up to calculate the haste on items, they give it a level that the game can pull to assign the values. | ||||
