If you're in an alliance, there's an easy way to cycle between alliance members:
Config -> Misc 2 -> Key Assignment (Movement) -> Menu/Target Cursor Up + Cursor Down

Testing on my old driver, 169.21 released December 19, 2007. The new driver for it is 174.74 released March 27, 2008.
I was getting around 25-28 frame rate in whitegate, and a laggy 5~15 during major battles like dynamis/campiagn/besieged. Also around 19~25 with a group of 6 exping.
