You get a scabbard with the sword when you do the quest. Put the 2 1hs or the 2hs in the scabbard and it either splits the 2hs into the Blades of Tactics and Strategy, or put the two 1hs in the scabbard and it makes the Jagged Blade of War. |

Yes they do use this. On Druzzil Ro, a 60 warrior in Vindication uses this in one hand and a primal sword in the other (not sure which is in offhand :\)

Opps. Forgot to mention that the above is for PvE combat (vs mobs). In Realm vs Realm (RvR) combat you don't lose experience / constitution. Which means you don't have to go back and pray. Which is a bonus :)
