If its supposed to have an effect and doesnt that would make it broken.
If its not supposed to have an effect but has the effect: tag and gives a this item is out of charges message then used I consider that broken. |

These gloves are bad at all.. it's all about what you already have, and what you need.
These Gloves are much better Vermi, or ES. I think that the Harmony guantlets from Hate, or the Quest gloves from Kael are nicer... but really, Coldain Skin are as good as it gets.
