i have had one of these since lvl 1 and yes they do proc at lvl one. i am now lvl 18 and i still love this weapon.

Anyone know the accuracy of the data above? In the Allakhazam stuff it says 0.6 weight and Rowyl's. The screenshot says 5.5 weight and Rowly's. Not that it makes much difference, but I'd hate to think that someone is posting bogus screenshots. |
