I'm a lvl 9 High Elf Enchanter, when I hit lvl 8 I went to buy a pet spell from my guild for this lvl but to my horror learned I had to get to Highpass Keep to buy them and anything above. I heard making the bow is just random chance of succeeding, just like when a mob drops something you need its random.
