Halls of Betrayal and Veksar do not unlock on TLP servers with the rest of the Ruins of Kunark zones. I don't have data on when they do though. I believe Veksar unlocked around Luclin on Fippy (?) but did not on RF/LJ/Phinny.

Moved Halls of Betrayal to PoP/LoY zones since it came out with LoY. We'll need someone to check if that zone is available on Phinigel.
