To call the Resupply Agent for use (a Veteran Reward), it requires a fish scale (singular) but the fish scale can only be purchased as scales (plural). How do i make a single fish scale? Better yet where go I find a SINGLE fish scale sold at in the game of Everquest.

The description, is like what the resupply agent or any merchant will say when you bring up the merchant window, that is asking if you're interested in something they sell.
