I snagged mine near the standing stones. Around 4941, 2722. it is a 5 minutes spawn timer.

I found the tree at 4945,2715. i just stood there and waited for it to appear, only took a few minutes. Good luck!

Just found the tree rather quickly. The quest givers clue about goblins putting runes on rock because the tree was too smart for them gave a good indication of where to start looking.
