This appears to be a PvP zone, with the red team at Silverwing Fortress and the blue team at Lionheart Fortress but it is hard to tell as there was noone here when I explored it. I saw mobs from levels 91-93.

There are some NPCs in the center but I could learn little from them.

Clicking on the portal labelled Passage of the Arcanium Chamber will return you to your previous zone.
