This is only obtainable from Rift: Planes of Telara Collector's Edition. A Similar bag (size wise) Dusty Treasure Hunter's Satchel was obtainable during the Ashes of History World Event for 500 Magma Opals and again as a random drop from Pinatas during the Carnival of the Ascended.
