He is south of Kal Turok Hive. Go to the Battle Square exit then take the road out to the first opening on your right.

When you confront him he will become attackable after a brief speech, and he is level 46. Unfortunately the 4 soldiers with him also become aggressive and they are all level 45.

When you subdue him some Zurhidon appear and kill him, then attack you. Loot them to get a Zurhidon Cadre Emblem (Ggl) and take this back to Lajos.

IF you fail, you must abandon the quest, go back to Lajos and reacquire it. You cannot give the order to Telaskir again until you do.
