You can get it from BCNM KS30 "Double Dragonian" in Horlais Peak (Clotho Orb).
You have to deafeat 2 Undead Dragons, BRD & WAR Type (look like shadow dragon)

I thought I'd post some information on how to find the NM that drops this. My LS stumbled upon it by accident on our way to kill the Carmine Dobsonflys. It is in Riverne Site #A01, so you will need access to that area.

Not much info on Alla about getting this, so I'll share what I've put together from a few different sources.. :)
To get the swift belt, you need to spawn a NM in Sacrarium using a Fomor Codex. There are 5 of these NM's; one of each race. You can only spawn the one corresponding to your own race. |

I've done this a few times and always served as a tanker as both THF and NIN until we were ready to move the next enemy in our sequence. We did it in this order.
