I believe what has happened is this page got marked as BETA/Hidden, somehow, which means non-admins are not allowed to see the content of the page until the BETA flag(s) are cleared. Not sure how EBTA got flagegd on this old page but I am pretty sure that is what happened. I have asked Calthine to take a look and clear the flag.
