Go to the valley south of Naga Outpost, destroy some Morcus Beasts, draw out Carlos Matteo and kill him.

The valley is full of Zurhidon Researchers conducting experiments on Morcus Beasts. Kill the torturers and the Beast will awake and attack you.

When you kill enough of them (not really sure how many) you will hear Carlkos call out "Who dares to disturb my lab?". At this point you will find him at the tent and wagon in the west end of the valley.
