To start:

Speak to Marech of the Shrine at 110, 122, 808 on the smaller isle of Veeshana Tol within the Vesspyr Isles to begin this quest.

Kill harmonic soullights on Veeshana Tol. When they die, they will become discordant soullights.
Use the chalice on 10 discordant soullights.
Return to Marech to complete the quest.
