To start:

You must be at least Level 90 to start this quest.

Speak to Researcher Drallvin in the New Combine Foothold at -3562, -783, -147 begin the quest.

Use Drallvin's Lead on a corrupted Drakkel prowler pup. They are found just west of Drallvin. You should be able to do this without being in combat.
Return and speak to Drallvin.
Kill the wolf you brought back.
Speak to Researcher Drallvin to complete the quest.
