I would say it's not noticeable in the case of either march, but the slight increase in speed over time will definitely add up... which is really what bard is about. The big picture.

Haste gives the "Haste" effect, march gives the "March" effect. They definitely stack.

Imaine u want to skill up Staff. Bein that slow, u can stack both marches and it will hasten you considerably. :)
