Pay-to-Win (P2W) is common in many Chinese and Korean browser-based games while they are always touted as Free-to-Play. In practice, what this means is that it is impossible to excel at these games without spending cash to buy certain perks or high-end items. Those that do pay have a significant advantage over players that do not buy things with cash.

• City of Steam - An partial exception to the rule, CoS can be played well without paying, but players that do pay will reach the top fastest and begin farming the high-end to the point that F2P players that get there later will never truly catch up
