This monster is summoned by activating the Lesser Dragon Mote, and is the target of the Planar Menace daily group quest Aelfwar Abomination.

There will be multiple Lesser Dragon Shards in an area, but if you do not find an egg-like miniature version of a Dragon Mote, keep looking. The shard is not what you seek.
