This is a level 47 werewolf mob with 9915 HP. Found at 3541, 1810 just west of Whitefall in an area with an *unnamed subzone in Iron Pine Peak. Also found at 3188, 2303.

Spawned as a man named Fenwyn Wolftongue, who emotes a couple of times and then turns into Razormane.
