Speak to Overseer Clackwhinge at 1176, 12, 1281 Copy in the Tranquil Sea to begin this quest.

1. Place the fallout counters (click the sparklies):
• First: 907, 7, 1390 Copy (center of tower)
• Second: 1080, 8, 1328 Copy (near Sapswill)
• Third: 1314, 18, 1166 Copy (within Sapswill)
• Fourth: 1252, 13, 1052 Copy (outside other side of Sapswill)
• Fifth: 1262, 9, 855 Copy (beach north of Sapswill)
2. Return to Clackwhinge to complete the quest
