On the bottom of the waters north or south of Sanctum you will find Dark Reaver Eggs. Click on one and you will get a Dark Reaver Mother or a group of 3-4 Dark Reaver Spawns. The Dark Reavers scale to your level. At the lowest levels of this quest the Eggs are more likely to not spawn a mob at all, but don't bet on it.
